This act of PP government shows that they want to keep Pakistani nation in the darkness of ignorance and want to continue to exploit the masses with their corruption and poor governance. Pakistan is facing serious external and internal problems with the challenges posed by globalization and it can come out as a successful nation only through education and R&amp;D.<o:p></o:p></span></p> <p style="text-align: justify;" class="MsoNormal"><span lang="EN-GB" style="font-family: &quot;Arial Narrow&quot;;">Literacy rate in Pakistan is below 50% which is one of the lowest in the world, 41% is the drop out ratio at primary education level and only 4.7% of the students are enrolled in collage/universities for higher education. These figures are self explanatory of the fact that Pakistan needs to announce ???Education Emergency???. The majority of the population is forced to work below their potential because of lack of educational facilities. So, all efforts to increase Economic growth of the country are in vein if the people are kept illiterate and uneducated.<span style="">&#160; </span>The most common measure of development in the world is Human Development Index (HDI) which also gives 33% weightage to education.<o:p></o:p></span></p> <p style="margin-bottom: 0.0001pt; text-align: justify; line-height: normal;" class="MsoNormal"><span lang="EN-GB" style="font-family: &quot;Arial Narrow&quot;;">The modern Market Economic System declares education and health as two main responsibilities of the government; civilized nations consider them as basic human rights. Both of the problems are due to shortage of finance and lack of vision and direction. According to governments??? own figures 40% of public sector schools are without boundary walls, 36% without drinking water facilities, 61% without electricity, 39% without sanitary (Bathroom) facilities and 6% without any buildings.
