Chief Minister Khyber Pakhtunkhwa Pervez Khattak has said his government has given a two month time frame for putting on ground the process of implementation banning polythene bags adding that necessary legislation has already been enacted.

He directed to outsource the whole sanitation and municipal services plan adding that the department should have a comprehensive plan otherwise the government would never release funds for any project of municipal services and sanitation.

He was addressing the launching ceremony of emergency number for municipal services viz 1334, Grievances and Redressal system, android based attendance system and use of mobile application for survey and citizen feed back under WSSP at a local hotel Peshawar today. Minister Local Government Inayatullah, Mega project focal person for Peshawar Shaukat Yousafzai, Regional Head of UNICEF and others addressed the gathering.

The Chief Minister warned he would never release even a single penny for an incomplete plan under municipal services and sanitation. This is the wastage of resources and erosion of public confidence that his government cannot afford, he added. The Chief Minister said that it was good that 70% of the rusty water supply pipes have been replaced but he wanted the target should be taken to 100%. He said that the public sector entities did not have the capacity to work efficiently and these institutions proved it through a constant degradation of their performance. The officials, who do not have the capacity to deliver, actually overburden the national exchequer. He said that political interference in the public sector institutions was the main cause of institutional degradation. The political elite, he maintained, wittingly interfered in institutions using them for their whimsical designs. On the contrary, PTI government brought along a new style of good governance that is transparent and based on merit. He reminded that his government revamped education, health and other social sectors and tracked the system on road that “goes against forces of status quo”, he added. It was his government that defeated the forces of status quo and it also gave a total discomfiture to all the influential drawing strength from the old system. He said that the transparent style of governance totally eliminated political interference and empowered the people of their own destiny.

Pervez Khattak directed to outsource all municipal services including sanitation by the end of current year. Any deviation would not be acceptable, he warned. Chief Minister said it was good to see WSSP was working on the defined lines still they have to cover a lot of ground to reach to 100%. He reminded that when he took over corruption was rampant but now it was brought down to minimal level. Before his government there was no mechanism for cleanliness nor there was any awareness about it. There was no merit, no justice and no rule of law. He said it was not an easy task to re-track the system for delivery because of the strong opposition but we fought the war for the cause of the poor and won it. He said it is the most easiest thing to raise an accusing finger against the opponent but the hardest thing for one is to blame himself for his own fault therefore we should sensitize our self to our part of the responsibilities.

Pervez Khattak said that his government devolved all powers and authority to grass root level and transferred 30% of the provincial resources so that the developmental strategy could be planned at the local level. However, he reminded that it was mandatory of the village council to spend more than 20% on sanitation etc. He said that what was being experimented in Peshawar by WSSP would be replicated in other districts and funds would be provided for such programs. He said that his government has given two months for totally banning polythene bags in the province after necessary legislation in this regard and warned strict action if the law was not followed in letter and spirit.
